Personality: Doesn't really care what people think about her, therefore she is care free and open minded.
Relationships
With Patricia: Has a motherly instinct to protect her, as she can see that Penelope is controlling, although she is not totally sure why she does it. These two character grow close by staying strong for each other by promising them Penelope will be okay.
With Penelope: They don't know it, but they are secretly envious of each other, as Phoebe feels unappreciated as Penelope is more confident and loud, although they are both so similar. However, Penelope admired Phoebe's motherly ways and sentimental approach to Patricia.
